On November 10, 2011, it was announced that former Representative Rick Boucher (D-Va.), former FERC Chairman Curt Hebert Jr., and Allison Clements, director of the Project for Sustainable FERC Energy Policy at the Natural Resources Defense Council will lead a new Bipartisan Policy Center panel.  

The panel will focus on modernization of the electric grid, and challenges, including incorporating wind, solar and other renewable resources. The panel will also provide recommendations for FERC to remove market barriers for “clean energy sources” and new technologies.  Stakeholders, public utility commissions, regional transmission organizations, independent system operators, academics and advocacy groups will be recruited to participate in the panel.
