On February 16, 2012, FERC Chairman, Jon Wellinghoff, announced at the onset of the monthly meeting that the Commission is establishing a new Division of Analytics and Surveillance under the Office of Enforcement (“Enforcement”). The new division will be led by Lee Ann Watson, the current Deputy Director for Enforcement’s Division of Investigations. In October 2011, the Commission showed an interest in gathering more market data when it released a Notice of Proposed Rulemaking that proposed requiring each regional transmission organization (RTO) and independent system operator (ISO) to continually submit electronic data related to the markets administered. The new division is expected to originally be staffed by 35 employees, but further details on the composition are unavailable.
