On October 7, 2025, the U.S. Senate confirmed the nominations of Laura V. Swett and David A. LaCerte as FERC Commissioners. Once they are sworn in as Commissioners, they will fill the remaining two seats on the five-member Commission. Commissioner Swett’s term ends on June 30, 2030, and she will occupy the seat last held by former Chairman Mark Christie. Commissioner Swett has also been nominated to replace current Chairman David Rosner as the Chair of the Commission. Commissioner LaCerte’s term ends on June 30, 2026, and he will occupy the seat last held by Commissioner Allison Clements.

The Commission will be composed of three Republicans (Commissioners Laura Swett, Lindsay See, and David LaCerte) and two Democrats (current Chairman David Rosner and Commissioner Judy Chang) after Commissioners Swett and LaCerte are sworn in.

Chairman Rosner released a statement, saying, “Congratulations to the newest FERC Commissioners on their Senate confirmations. FERC works best with a full complement of five members.  I am excited to welcome Laura and David as they join us in the important work the Commission does on behalf of the American people every day to ensure abundant, reliable, safe, and affordable energy for everyone.”
