On January 30, 2014, President Barrack Obama announced his plan to nominate Norman Bay as FERC Commissioner, replacing departed FERC Chairman Jon Wellinghoff. Upon his appointment, President Obama will designate Mr. Bay to serve as FERC Chairman.
President Obama Nominates Timothy Massad to Lead CFTC
On November 12, 2013, President Barack Obama announced the nomination of Timothy Massad to become chairman of the Commodity Futures Trading Commission (“CFTC”), replacing former chairman Gary Gensler. The CFTC regulates commodity and financial futures and options, and Massad’s appointment requires Senate confirmation.

On Tuesday, October 1, 2013, former Colorado utilities regulator Ron Binz issued a press release stating that he had requested that his name be withdrawn from further consideration as President Barack Obama’s nominee for FERC commissioner.
Senate Committee on Energy and Natural Resources to Consider Nomination of Ron Binz to FERC
On Tuesday September 17, 2013, the Senate Committee on Energy and Natural Resources will consider the nomination of Ron Binz to become a FERC Commissioner. The hearing starts at 9:30 A.M. in SD-366 in the Senate Dirksen Building and a live webcast of the hearing will be available on the committee’s website.

On July 18, 2013, with a vote of 59-40, the U.S. Senate confirmed Gina McCarthy as the next Administrator for the Environmental Protection Agency (“EPA”).
President Obama Nominates Ron Binz to Lead FERC
On June 28, 2013, President Barack Obama announced the nomination of Colorado’s Ron Binz to become a FERC Commissioner, taking the seat of outgoing Chairman Jon Wellinghoff who announced his resignation last May (see May 31, 2013 edition of the WER). The White House also announced that upon his appointment, the President will designate Binz to serve as the Commission’s Chairman. Binz’s appointment to the Commission will require Senate confirmation.
Moniz Confirmed as Secretary of Energy; McCarthy Nomination Moves to Senate Floor
On May 16, 2013, the U.S. Senate confirmed Dr. Ernest Moniz as the next Secretary for the Department of Energy (“DOE”). With a unanimous vote of 97-0, Dr. Moniz succeeds Secretary Steven Chu. Dr. Moniz was previously the Under Secretary for DOE from 1997 until 2001, and served as a professor of Physics and Engineering at the Massachusetts Institute of Technology prior to his nomination (see March 11, 2013 edition of the WER).
Senate Confirms Sally Jewell as Secretary of the Interior
On April 10, 2013, the U.S. Senate confirmed the nomination of Sarah “Sally” Jewell to be Secretary of the Interior. On February 7, 2013, President Obama nominated Ms. Jewell to replace outgoing Secretary of the Interior Ken Salazar. Ms. Jewell had a confirmation hearing before the Senate Energy and Natural Resources Committee on March 7, 2013.
